Advancement Coordinator

The Advancement Coordinator maintains troop advancement records and promotes rank advancement. Appointed by the Committee Chair and serves at the satisfaction of the Committee Chair, Scoutmaster, and the Troop Committee.
Responsible to: Committee Chair
Specific Duties:
- Encourages Scouts to advance in rank.
- Arrange troop boards of review and courts of honor.
- Train Committee Members to conduct troop board of reviews for Tenderfoot to Life ranks.
- Attend Troop Committee meetings and report as needed.
- Should attend most Troop meetings.
- Maintain a merit badge counselor list.
- Promote attendance at district Merit Badge Expos.
- Have a working knowledge of the Boy Scout advancement program.
- Make a prompt report on the correct form to the council service center when a troop board of review is held. Secure badges and certificates as required.
- Work closely with Scoutmaster and the Baden Powell Assistant Scoutmaster to keep them informed on advancement needs of scouts.
- Work closely with Eagle Advisor to request congratulatory letters for Eagle courts of honor.
- Work closely with Database Coordinator to ensure TroopMaster data is accurate and timely.
- Keep records of troop advancement and attendance at troop activities in TroopMaster program.

Assistant Scoutmasters are selected by the Scoutmaster with assistance of the Troop Committee. They serve at the satisfaction of the Scoutmaster and the Troop Committee. They may be 18 years old, but at least one must be 21 or older.
Responsible to: Scoutmaster
Specific Duties:
- Assist the Scoutmaster with his/her responsibilities.
- Attend Troop meetings and outings.
- Become trained for the position to include Scoutmaster Fundamentals Training and Outdoor Leader Training (ACORN)
- Woodbadge Training is highly recommended.
- Fill in for Scoutmaster when required.
- In addition to above duties several ASMs have additional responsibilities in specific areas:
- ASM - Baden Powell Program - work with new scouts to help them make a smooth transition into the Troop and advance to First Class in a reasonable time. This involves working with the PLC and the ASPL for New Scouts. Also works closely with Troop Instructor, Troop Guides, and Advancement Coordinator to facilitate scout advancements.
- ASM - Meetings - Provide guidance to SPL in keeping Troop meetings on schedule and organized.
- ASM - High Adventure - Acts as a mentor to the Venture Patrol (older scouts) to promote and execute a quarterly High Adventure outing.
- ASM - OA - Encourage membership in the Order of the Arrow (OA) and coordinate annual OA elections. Must be an OA member.
- ASM - Troop Junior Leader Advisor - Act as a mentor to Troop Junior Leaders.
- ASM - Patrol Advisor - Act as a mentor to Patrol Leader and serve as a resource to the patrol.
- ASM - Life to Eagle Advisor - See description under committee positions. This could be a Troop Committee or Asst. Scoutmaster position.

Canoe Coordinator

Appointed by the Scoutmaster. The Canoe Coordinator (Can) works with the Troop Quartermaster to keep track of canoes and associated equipment sees that it is in good working order. Regularly schedules canoe events to ensure the scouts maintain proficiency with the gear

Charter Organization Representative

The Charter Organization Representative (COR) is the head of the Charter Organizations "Scouting Department". The COR is appointed by and serves at the satisfaction of the chief executive of the Charter Organization.
Responsible to: Charter Organization Institutional Head (IH)
Specific Duties:
- Is a member of the charter organization.
- Secures a Troop Committee Chair and encourages training.
- Maintain a close liaison with the Committee Chair and the Scoutmaster.
- Helps recruit other adult leaders.
- Become trained for the position, to include Troop Committee Training.
- Serves as a liaison between the Troop and the Charter Organization.
- Assists with unit re-chartering.
- Encourages service to the organization.
- Ensure troop representation at monthly district Roundtable.
- Is an active and involved member of the district committee.
- Provides meeting place for troop meetings and storage of troop equipment.
- Approves all adult leaders applications.
- Reports to Troop Committee at each meeting.

The Troop Committee Chair (CC) is selected by the Charter Organization Representative (COR) to organize the Troop Committee. Serves at the satisfaction of the COR and Troop Committee.

Specific Duties:
- Organize the Troop Committee to see that all functions are delegated, coordinated, and completed.
- Maintain a close relationship with the Chartered Organization Representative and the Scoutmaster
- Interpret national and local policies to the troop.
- Ensure the troop adheres to the policies of the Chartered Organization and the Boy Scouts of America.
- Prepare troop committee meeting agendas.
- Call, preside over, and promote attendance at monthly troop committee meetings and any special meetings that may be called.
- Ensure troop representation at monthly district Roundtable.
- Recruit top-notch, individuals for adult leadership.
- Become trained for position to include Troop Committee Training and Scoutmaster Fundamentals.
- Encourage adult leaders to get trained.
- Arrange for charter review, re-charter annually and plan charter presentation.

All registered adults are members of the Troop Committee. The Scoutmaster and Assistant Scoutmasters are non-voting members. All other registered adults have a single vote. All adult leaders must be approved by the Committee Chair and the Charter Organization Representative after a reference check.

- Read their son's Scout Handbook.
- Understand the Aims and Methods of scouting.
- Take Fast Start and Youth Protection Training.
- Show support to individual scouts and the troop by attending Courts of Honor and as many troop meetings as possible.
- Attend as many Committee Meetings as possible.
- Support troop fund raisers, service projects, and activities.
- Participate on Board of Reviews as requested by the Advancement Coordinator.

Court of Honor Coordinator

Appointed by the Committee Chair. The Court of Honor Coordinator (COHC) works with the scouts to conduct the quarterly COH. The SPL appoints an MC for each COH, and the coordinator works with them on the script for the event (list of awards, potluck menu, any Audio Visual equipment)

Eagle Scout Mentor

The Eagle Scout Mentor (ESM) can be an ASM or a Committee member whose job is to serve as a resource for Life Scouts in the Life-to-Eagle process.

Specific Duties:
- Serve as the troop representative to sit on District Wide Eagle BORs.
- Research and provide lists of possible Eagle Projects.
- Help establish goals and deadlines for Life Scouts to ensure completion of their Eagle requirements prior to their 18th birthday.
- Report to the troop committee monthly.

Eagle Scout Service Project Coach
The Eagle Coach is an adult leader who advises Scouts on the requirements for the Eagle Project and mentors the Scout through the Eagle process. The Council Advancement Committee would like to have Eagle Coaches present in as many Troops as possible.

- Research and provide lists of possible Eagle Projects.
- Assist the scout in preparing the Eagle Service Project workbook

Facilities Coordinator

Merit Badge Counselors are subject matter experts for the Merit Badges they counsel either through vocation or hobby.
Responsible to: Committee Chair
Specific Duties:
- Take Merit Badge Counselor Training.
- Submit Merit Badge Registration Paperwork to counsel office.
- Inform Advancement Coordinator and Web Master of registration as a Merit Badge Counselor.
- Conduct all Merit Badge classes and counseling within published BSA guidelines. This includes Youth Protection Training and the Guide To Safe Scouting.
- Whenever a Merit Badge Counselor is counseling their own son for a merit badge, the scoutmaster must approve such an arrangement and other scouts must also be included in the merit badge sessions.

New Scout Mentor

Parent Coordinator

Serve as the POC for new troop parents to get them used to the troop

Specific Duties:
- Assign every parent to help with a specific task, assignment, or project annually.
- Orient parents on how the unit works and the benefits to their family. and
- Keep parents updated on the unit’s program and their child’s involvement.
- The goals of these responsibilities are to:
- Develop and implement methods which encourage and empower Scouting participants to help maximize the number of dedicated Scouting youth and parents and mentors as dedicated Scouting volunteers who participate with their Scouts.
- Leads their family in obtaining the values, benefits, experiences and rewards from their family’s Scouting participation, and in sharing these with others.
- Enjoys participating with his or her Scout and inspires their child to persevere in Scouting with their tenure, activity participation and achievement.
- Helps enhance youth and parent-mentor recruitment, retention, enthusiasm, commitment and participation in the passionate GREAT Family FUN of Scouting.

- Coordinate maintenance of the Spars, Ropes and associated Pioneering equipment.

Popcorn Kernel
The Popcorn Kernel (PK) manages the unit's popcorn sales fund raiser. They are to attend all district wide Popcorn related training and meetings.

Specific Duties:
- Distribute materials to your boys and keep them supplied with additional forms as needed.
- Provide lots of encouragement and encourage them to share their success with you and the rest of their den/patrol.
- Collect the Scouts Order Forms and Get their Prize Requests
- Complete the Patrol Checklist, double-check it for accuracy and turn it in on their due date.
- Collect the money due from your boys and turn it in on the due date.

- Maintain a list of contacts with local cub scout packs to ensure we have regular communication to ensure packs are invited to appropriate events

Scoutmaster

The Scoutmaster is selected and recruited by the Troop Committee and approved by the Charter Organization Representative. The Scoutmaster must be at least 21 years of age. Serves at the satisfaction of the Troop Committee and the Charter Organization Representative.
Responsible to: Troop Committee Chair
Specific Duties:
- Train and guide the Troop's Junior Leaders.
- Work with other responsible adults to bring Scouting to the boys.
- Use the methods of Scouting to achieve the Aims of Scouting.
- Meet regularly with the Patrol Leaders Council (PLC) for training and coordination in planning Troop activities.
- Attend all Troop meetings, or if necessary arrange for a qualified adult substitute.
- Attend Troop Committee meetings.
- Attend all camp outs or arrange for a qualified adult substitute.
- Attend monthly district Roundtable or arrange for a qualified adult substitute.
- Attend Eagle boards of review and introduce the Troop's Eagle candidates or arrange for a qualified adult substitute.
- Conduct scoutmaster conferences for all rank advancements or delegate to a qualified Assistant Scoutmaster (ASM).
- Delegate responsibilities to other adults (assistants and troop committee).
- Coordinate annual elections for Troop junior leaders with the Patrol Leaders Council (PLC).
- Coordinate an annual Junior Leaders Training program with the Patrol Leaders Council (PLC)
- Coordinate an annual planning meeting with the Patrol Leaders Council (PLC) to plan the next years Troop activities. Present this plan to Troop Committee for approval.
- Make it possible for each scout to experience at least 10 days and nights of camping each year.
- Build a strong program by using proven methods presented in Scouting literature.
- Attend Scoutmaster Fundamentals (ACORN) and Woodbadge training.
- Conduct all activities under qualified leadership, safe conditions, and under the policies of the chartered organization and the Boy Scouts of America.

The Secretary is responsible for keeping minutes of Troop Committee meetings and to handle troop correspondence. Appointed by the Committee Chair and serves at the satisfaction of the Committee Chair and the Troop Committee.

- Attend all troop committee meetings, record the minutes, with special emphasis on decisions made, actions taken, and policy made.
- Transcribe and distribute copies of the minutes to all registered adult leaders as soon as possible following the committee meeting to ensure members have time to follow up on action items.
- Provide electronic copy of meeting minutes to troop web master for posting on troop web site.
- Send out committee meeting notices.
- Handle publicity.
- At each meeting, report the minutes of the previous meeting.
- Handle troop correspondence as needed.

Service Coordinator

Specific Duties:
- Coordinates and schedules any requested troop service time.
- Mentors the Troop Scribe in keeping accurate record of attendance and time worked by scouts for service projects.
- Manages Service Projects for the annual planning to ensure ample opportunites for scouts to earn service hours
- Be familiar with the service time needs of all scouts and encourage participation in service time events as they become available.
- Confirm with the Advancement Chairman and Board of Review Coordinator service time records for all scouts requesting a Scoutmaster conference.
- In the Scoutmaster’s Absence, approves or disapproves individual requests for service time based on the guidelines set forth by the Boy Scouts of America and Troop 1539 Guidelines and Polices.

Summer Camp Coordinator

The summer camp coordinator (SCC) serves as the troop's point of contact for Summer Camp. They are responsible for ensuring the troop has reservations, and collecting monies required for downpayments.

- Advertise the camp to new scouts who join each year.
- Assist in transportation plans and any other troop logistics for camp.

Training Coordinator

Appointed by the Troop Committee Chairman your goal is to ensure ongoing
training is taken and all leaders are 100% fully trained for their specific position,
thus fulfilling the training requirement for Quality Unit.

Specific Duties:
- Conduct Fast Start Training for all new leaders and adults, ensure all adult leaders have opportunities to attend additional supplemental training, (lifelong Learning) Safe Swim- Safety Afloat, Climb on Safely, JLTC, National Trainings at Philmont (as recommended by the Council), Wood Badge
- Communicate training needs to the District Training Chairman or Council Training Chairman.
- Remain informed of all updates of materials and additional training through the District Training Chairman.
- Maintain records of adult training
- Informs and works with the District Training Chairman to schedule training within the Troop as needed

- Ensure Youth Protection training is given in your Troop each year, targeting the new leaders and parents (current BSA policy is each leader should retake this training every 2 years)

- Handles all troop funds. Pay all bills on recommendation of the Scoutmaster and authorization of the Troop Committee.
- Maintain checking and savings accounts.
- Supervise Scout Accounts.
- Keep appropriate records related to troop funds.
- Work with Re-charter Coordinator to collect and record annual dues.
- Work with Fund Raising Coordinator to account for monies earned during fund raisers and track scout account credits earned.
- Work with Membership Coordinator to process registration of new scouts and adult leaders.
- Work with Outdoor/Activity Coordinator to make necessary payments for camping/activity reservations.
- Collect Summer Camp payments and remit funds to council office for camp reservations/payments in a timely manner.

Troop Public Relations Chair
The unit public relations chair is appointed by the committee chairman to inform parents of their responsibilities in Scouting and with the chartered organization. Provides news and announcements about the unit to newspapers, bulletins of sponsors, web sites, etc. Promotes new membership and lets people in the neighborhood know that Scouting is available.

Unit Commissioner
Perhaps no other members of the unit service team have a more important or demanding responsibility. As friends and counselors of unit leaders, unit commissioners operate quietly, generally in the background. They are effective communicators, providing the resources of the district and council to the units they serve. They aid the chartered organizations that operate the units through charters from the Boy Scouts of America.
Responsible to: District
Specific Duties:
- Maintain a close liaison with the chartered organization of the units they serve. This requires a working relationship with the chartered organization representative to strengthen Scouting's chartered organization concept.
- Work to assure effective and active unit committees.
- Facilitate the on-time annual charter renewal of all assigned units.
- Help select and recruit unit leaders. Though the actual appointment is approved by the chartered organization, with help and action on the part of the chartered organization representative and the unit committee, the unit commissioner plays a key role in the process, making certain that proper techniques are used to locate and enlist the best possible leaders.
Because unit leaders are the key people through which Scouting objectives are carried out, commissioners must recognize the important qualities that make up successful unit leaders. Simply said, a good unit leader is a person of quality, high moral standards, dedication, and enthusiasm, a person who is well informed and who understands and puts into action the objectives of Scouting.
The process by which such a person is selected and the care with which we help that person be successful are unquestionably the most important responsibilities of the commissioner.
